Richard Scrivanich, CPA, is the Managing Partner of Harvey & Parmelee LLP. Rich joined the firm in 1982 and has been a partner since 1989. He provides accounting, audit, tax, and business advisory services to a diverse clientele including high net worth individuals, trusts and estates, non-profit organizations, employee benefit plans, manufacturers, retailers, wholesalers, and professional and other service industries. He also serves as trustee on trusts and his special expertise is in coordinated tax planning and compliance for closely held companies and their owners, as well as estate and trust accounting and related administration..

Rich has a Master of Science in Taxation degree from Golden Gate University and a Bachelor of Science degree in Business Administration. He has also received a Certificate of Educational Achievement in Tax Planning and Advising for Closely- Held Businesses from the American Institute of Certified Public Accountants. His professional affiliations include memberships in the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants.

Rich understands the importance of serving the local community and is involved with local charities and non-profit organizations. He has previously served on the Board of Directors as well as Treasurer for the Whittier Host Lions Club, Whittier Host Lions Club Foundation, Stretcher Bearer Ministries, and the Whittier Chamber of Commerce. In addition, he has been for many years and still is the contributing author of the monthly Tax Tips article published in the Whittier Chamber of Commerce Newspaper.



Debi Rhinehart, CPA

Debi Rhinehart, CPA, joined the firm in 1995 and has been a partner since 2006. She serves a wide variety of clients including individuals, trusts, non-profits, and small businesses. She currently serves as trustee on a number of trusts. Her experience includes income tax preparation; tax planning; estate tax returns & estate planning; trust allocations; compilation, review & audit preparation; and CA probate court accounting. She has also received a QuickBooks ProAdvisor Certification and has assisted many clients with QuickBooks setup and assistance. Debi also oversees all computer and information technology resources of the firm.

Debi graduated Magna Cum Laude with a Bachelor of Science degree in Accounting from Biola University in 1993. She is currently a member of both the American Institute of Certified Public Accountants (AICPA) and the California Society of Certified Public Accountants (CSCPA). In addition to her experience with Harvey & Parmelee LLP, she has also worked as an Accounting Supervisor for a large aerospace manufacturing company.



Valerie Sullivan, CPA

Valerie Sullivan, CPA, joined the firm in 1987 and has been a partner since 2006. Her special expertise is in tax planning for ministers, trust accounting and administration, and small company accounting and taxes. She also serves as trustee on many trusts created by clients and deceased clients.

She is currently a member of both the American Institute of Certified Public Accountants (AICPA) and the California Society of Certified Public Accountants (CSCPA).

Bill Mochon, CPA, joined the firm in 1999. He is licensed in both California and Hawaii as has over 40 years of experience in public accounting and income taxation. Prior to joining Harvey & Parmelee LLP, he was a sole practitioner for 27 years, after serving 6 years on the staff of the firm of Deliotte LLP, one of the nations five largest CPA firms. He is well versed with individual, partnership, corporation, trust and estate accounting, and tax situations. He is a diligent researcher and excellent problem solver. He has served as president of the Whittier Sunrise Rotary Club and is a Past Exalted Ruler of Fullerton Elks Lodge.



Jocelyn Bates, CPA

Jocelyn Bates, CPA, joined the firm in 2007. Her experience includes income tax preparation for corporations, individuals, and trusts. She also has extensive experience with monthly accounting for personal and business clientele including compilation and review services.

She graduated Cum Laude with a Bachelor of Science degree in Commerce with a major in Accounting from the Ateneo de Davao University in the Philippines in 1993. She is fluent in Tagalog/Filipino. Prior to joining Harvey & Parmelee LLP, she had eleven years of experience with both local and national public accounting firms including compilation, review, and audit services, income tax preparation, and trust accounting of pension plans.



Raul Marquez, CPA

Raul Marquez, CPA, joined the firm in 2001. His experience includes income tax preparation for individuals, trusts, partnerships, corporations, and not-for-profit organizations. He has also prepared compilations, reviews, and audit engagements and has extensive experience with the preparation of trust accountings for beneficiaries and probate court presentation. He assists business owners and their accounting staff with the preparation of quarterly and annual reporting to the various tax agencies and recording accounting transactions properly.

He received his Bachelor of Science degree in Accounting from California State Polytechnic University of Pomona in 1999 and has been working in public accounting since graduation. He is fluent in English and Spanish.



Sarah Pierce, CPA

Sarah Pierce, CPA, joined the firm in 2005. Her experience includes income tax preparation for individuals, trusts, partnerships, corporations, and not-for-profit organizations. She has assisted in the preparation of trust accountings in accordance with California probate requirements as well as provided litigation support services. She also has experience in providing compilation, review, and audit services for a variety of clients, including manufacturing, trusts, and not-for profit organizations. She also has broad knowledge of multiple years of QuickBooks, including assistance with initial setup and conversion, business training, on-going maintenance, and troubleshooting. In addition, she is currently serving as the firm’s I.T. Manager including the maintenance of our Windows Server and multiple desktops. She oversees all upgrades to software and any troubleshooting of problems.

She received her Bachelor of Arts degree in Economics with the Leadership Studies Sequence from Claremont McKenna College in 2002. Prior to joining Harvey & Parmelee LLP, her background was in the private sector, including manufacturing analysis and project management. In addition, she strongly believes in the firm’s values of providing service in the local community and is currently active in Front of House Management for Masquer Ministries.



Diana Lotus, CPA

Diana Lotus, CPA, joined the firm in 2009. Her experience includes compilation, review, audit, tax, and business advisory services to an extensive variety of clients including manufacturing, real estate industries, hospitality services, professional services, retailers, trusts, and non-profit organizations. She also has extensive knowledge of QuickBooks including QuickBooks Enterprise Edition and has assisted many business clients with the initial setup, training, and maintenance.

She received her Bachelor of Science degree in Accounting from the University of Southern California in 2003. She is fluent in Indonesian. Prior to joining Harvey & Parmelee LLP, she worked as an accounting manager where her duties included compilations, reviews, and audits for a wide variety of industries including manufacturing, non-profit organizations, and real estate. She also prepared income tax returns, financial forecasts, and tax projections.

Lubov Portnaya joined the firm in 2006. She graduated from Whittier College in 2007 with honors with a major in Economics and a minor in Business Administration with a concentration in Accounting. She is fluent in English, Russian, and Belarusian. Her experience includes the preparation of individual and trust income tax returns, payroll tax returns, compilations, and has extensive experience in the preparation of trust accountings for beneficiaries.
